Quick answer: From 1 October 2026, Meta charges A$0.1095 per delivered marketing template to an Australian number and A$0.0148 per utility, authentication or service message; each number’s first 1,000 service messages a month are free. Inbound messages, and all but Meta Business Agent replies in a Click to WhatsApp free entry point window, cost nothing. In our 1,000-lead AI-agent example, marketing templates are 93.2% of A$199.77.
If you are asking “how much does the WhatsApp Business API cost per message for my AI agent”, the answer depends on four things Meta publishes: the message category, the recipient’s country calling code, whether a 24-hour customer service window is open, and whether the lead came from a Click to WhatsApp ad. Every rate below is a list rate from Meta’s WhatsApp Business Platform cards labelled “effective October 1, 2026” (Cloud API and Marketing Messages API for WhatsApp), read on 2 October 2026 alongside Meta’s template rules and Twilio’s pricing page, then applied to an AI sales-agent month in Australia, the United States, the United Kingdom and India.
WhatsApp Business API cost per message: the October 2026 rate card
Meta’s pricing page says that since 1 July 2025 it “charges on a per-message basis”, that it charges “only for messages from businesses to users”, and that businesses “are only charged when a message is delivered”, not when it is sent. Australia (+61) has no rate of its own: it sits in Meta’s “Rest of Asia Pacific” pricing region with 15 other markets, including New Zealand, Japan and the Philippines, so an Australian number pays that region’s rate.
The cards come in 16 billing currencies. A business picks one when it creates its Messaging account, and Meta says that once selected “a currency cannot be changed”, though it offers Currency Migration APIs to move to a different one. Here are the rows that matter for the four markets on this page:
| Recipient market (Meta row) | Card | Marketing | Utility | Authentication | Authentication-international | Service |
|---|---|---|---|---|---|---|
| Australia (Rest of Asia Pacific) | AUD | A$0.1095 | A$0.0148 | A$0.0148 | n/a | A$0.0148 |
| United States (North America) | USD | US$0.025 (listed; Meta does not currently deliver marketing templates to US numbers) | US$0.0034 | US$0.0034 | n/a | US$0.0034 |
| United Kingdom | GBP | £0.0458 | £0.0159 | £0.0159 | n/a | £0.0159 |
| India | INR | ₹0.8631 | ₹0.115 | ₹0.115 | ₹2.4971 | ₹0.115 |
| United States, on the AUD card | AUD | A$0.0325 (listed; not currently delivered to US numbers) | A$0.0044 | A$0.0044 | n/a | A$0.0044 |
| United Kingdom, on the AUD card | AUD | A$0.0824 | A$0.0286 | A$0.0286 | n/a | A$0.0286 |
| India, on the AUD card | AUD | A$0.0153 | A$0.0018 | A$0.0018 | A$0.0395 | A$0.0018 |
United States numbers: the marketing rate is listed, but those templates are not delivered. Meta’s North America row covers two markets, Canada and the United States, and the October 2026 rate cards still list US$0.025 (A$0.0325) for a marketing template. As at 12 October 2026, Meta’s per-user marketing template limits page also says: “WhatsApp does not currently deliver marketing template messages to WhatsApp users with United States phone numbers (numbers composed of a +1 dialing code and a US area code). Attempting to send a template message to a WhatsApp user with a US phone number after this date will result in an error.” The page does not say which date it means. So an AI agent cannot open a conversation with a US lead using a marketing template, and the marketing rate in that row is relevant to Canadian (+1) numbers, which the sentence does not cover.
Two patterns in the files are worth knowing. On the AUD card, every one of the 47 market rows gives service messages the same price as utility and authentication. And on each market’s own-currency card, the marketing rate in these four markets is between 2.9 times (UK) and 7.5 times (India) the utility rate; on the AUD card, India’s rounded rates give 8.5 times. To Australia it is 7.4 times (A$0.1095 against A$0.0148), which is why the category your AI agent sends matters more than how many messages it sends.
The fifth category, Meta Business Agent, is not priced per message. It costs “one global rate of $2.00 USD per 1 million (M) tokens”, and Meta adds that “one message typically consumes 20,000–25,000 tokens”, about 4–5 US cents per message. It covers AI replies that Meta’s own agent platform generates. An AI agent you build or buy elsewhere sends service messages: Meta defines service as a non-template message “not powered by the Meta Business Agent Platform”, which “can be powered by a 3rd-party AI solution or people”.
Which WhatsApp messages are charged, and when
The rule your AI agent has to follow is set by the customer service window. Meta says that when a user messages or calls you, “a 24-hour timer called a customer service window starts”, and that it resets each time they message or call again. Inside the window you can send any message. Outside it, you can only send templates. Meta also reminds businesses that “you can only send messages to WhatsApp users who have opted in to receiving messages from you.”
This threshold table shows what each message type costs in each situation, as Meta documents it from 1 October 2026:
| Message your AI agent sends | No window open | Inside a 24-hour customer service window | Inside a free entry point window (Click to WhatsApp ad) |
|---|---|---|---|
| Marketing template (opener, nudge, re-engagement) | Charged at the marketing rate | Charged at the marketing rate | Not charged |
| Utility template (booking confirmation, reminder) | Charged at the utility rate | Charged at the utility rate (free until 30 September 2026) | Not charged |
| Authentication template (one-time passcode) | Charged at the authentication rate, or authentication-international where it applies | Charged | Not charged |
| Service message (free-form AI or human reply) | Cannot be sent | First 1,000 per business number per month free, then the service rate | Not charged |
| Meta Business Agent reply | Cannot be sent | US$2.00 per 1M tokens | Still charged |
| Any message the lead sends you | Not charged | Not charged | Not charged |
Meta lists exactly two cases where it does not charge for a message a business delivers: inside a free entry point window, and the first 1,000 service messages per business number each month. Separately, the same page says service messages stay free beyond that tier for eligible government and non-profit organisations until 31 December 2027.
The free entry point window has more conditions than most summaries mention. The user has to message you from “an ad that clicks to WhatsApp (CTWA) using a device running our Android or iOS app”, because Meta’s desktop and web apps are not supported. You then have to reply inside the customer service window with a marketing, utility, authentication or service message. That reply is free and opens the window, which “may remain open for up to 7 days”. The window belongs to the business–user pair, shared by every Messaging account on that number.
The 1,000 free service messages also have conditions. The allowance is per business phone number, it is counted on delivered messages, unused messages “do not roll over”, and it resets at midnight in your Messaging account’s timezone.
What changed on 1 October 2026, and why your AI agent’s bill moved
On 1 October 2026 Meta began charging for two kinds of message that had been free. Service messages had been free since 1 November 2024. Utility messages sent in response to users, inside an open customer service window, had been free since 1 July 2025. Both are now charged, apart from the 1,000-message free tier. In the status webhook, the pricing object for these messages now shows "billable": true and "type": "regular" where it used to show free_customer_service.
The same date brought a rate-card update. Meta lists a marketing increase for “Rest of Asia Pacific”, so marketing templates to Australian numbers now cost more. It also moved nine markets out of regional pricing, including Bangladesh, Nepal and Sri Lanka from Rest of Asia Pacific, and added authentication-international rates in those nine markets. And without a payment method on file (Meta’s deadline was 30 September 2026), Meta delivers service messages only within the free tier.
For an AI agent, a conversation is no longer free just because the lead replied first, and a busy number can use up its 1,000 free service messages early in the month.
Worked example: what 1,000 Australian leads cost through an AI agent on WhatsApp
These inputs are illustrative, not measured results; swap in your own. One business number, one calendar month, Cloud API used directly, billed on the AUD card. There are 1,000 opted-in Australian leads. Each gets one marketing template as the opener. Thirty per cent (300) reply. The AI agent sends each of them six free-form replies. The 700 who don’t reply get one marketing follow-up template three days later. Sixty of the 300 book a meeting. Each booking gets a utility confirmation while the lead is still chatting, inside the window, and a utility reminder the day before the meeting, after the window has closed.
| Line | Messages charged | Rate (AUD card, Rest of Asia Pacific) | Cost |
|---|---|---|---|
| Marketing opener to every lead | 1,000 | A$0.1095 | A$109.50 |
| Marketing follow-up to the 700 non-repliers | 700 | A$0.1095 | A$76.65 |
| AI free-form replies: 300 × 6 = 1,800, less the 1,000 free | 800 | A$0.0148 | A$11.84 |
| Utility booking confirmation inside the window | 60 | A$0.0148 | A$0.89 |
| Utility reminder after the window closed | 60 | A$0.0148 | A$0.89 |
| Messages the leads send (1,800 in this example) | 0 | Not charged | A$0.00 |
| Meta total for the month | 2,620 | A$199.77 |
First pass, line by line: 1,000 × 0.1095 = 109.50. Then 700 × 0.1095 = 76.65. Then (1,800 − 1,000) × 0.0148 = 11.84. Each utility line is 60 × 0.0148 = 0.888. The sum is 109.50 + 76.65 + 11.84 + 0.888 + 0.888 = A$199.766, which rounds to A$199.77. That is about 20 cents per lead.
Second pass, by category: marketing is (1,000 + 700) × 0.1095 = 186.15. Everything at the A$0.0148 rate is (800 + 60 + 60) × 0.0148 = 920 × 0.0148 = 13.616. Then 186.15 + 13.616 = A$199.766. Both passes agree.
Marketing templates are A$186.15 of A$199.77, or 93.2% of the bill. The 1,800 AI replies, the part people usually worry about, come to A$11.84. Volume discounts do not apply: only utility and authentication have tiers, and Meta’s AUD tiers for Rest of Asia Pacific keep utility at the list rate up to 150,000 messages a month and authentication up to 100,000.
The Click to WhatsApp variant. Suppose the 300 conversations had started from a Click to WhatsApp ad on a phone instead, and the agent replied within 24 hours. Then each lead’s six replies, and the 60 bookers’ confirmations and reminders, fall inside a free entry point window, if each reminder goes out within its up-to-7-day life. Meta charges A$0.00 for those 1,920 messages (1,800 replies, 60 confirmations and 60 reminders). You pay for the ad instead.
Through a partner instead of Cloud API direct. On the USD card, the same mix is 1,700 × US$0.0842 + 920 × US$0.0113 = 143.14 + 10.396 = US$153.54 in Meta fees. Twilio states that its fee is “$0.005, inbound or outbound”, so it applies to the 3,620 messages sent and the 1,800 received: 5,420 × 0.005 = US$27.10. That makes US$180.64, of which Twilio’s fee is 15.0%.
Want the follow-up logic without building it? Zian’s WhatsApp, SMS, email and phone agents run on SmartReach AI™, which decides the message, channel and timing for each follow-up. Whether the next touch should be a WhatsApp template at all is one of those decisions. Zian is in partnership-application beta.
The same 1,000 leads in the United States, United Kingdom and India
The same mix (1,700 marketing, 800 charged service, 120 utility) on each market’s own-currency card, and on the AUD card for an Australian business messaging overseas leads:
| Recipient market | Own-currency card total | AUD card total | Marketing share of the bill |
|---|---|---|---|
| Australia | A$199.77 | A$199.77 | 93.2% |
| United States (rate-card arithmetic; marketing templates not currently delivered to US numbers) | US$45.63 | A$59.30 | 93.1% (USD card), 93.2% (AUD card) |
| United Kingdom | £92.49 | A$166.39 | 84.2% |
| India | ₹1,573.07 | A$27.67 | 93.3% (INR card), 94.0% (AUD card) |
The United States row is arithmetic on the North America rate, not a campaign you can run today. As at 12 October 2026, Meta does not deliver marketing templates to US phone numbers (see the note under the rate table), so the 1,700 marketing templates in this mix cannot reach US leads, and a WhatsApp sales conversation with a US lead has to start from the lead’s side, for example after a Click to WhatsApp ad or when the lead messages your number. The same US$45.63 applies to this mix sent to Canadian numbers, which share the North America rates.
The ranking follows the marketing rate. On the AUD card, the same campaign costs about 7.2 times as much to Australian numbers as to Indian ones (A$199.77 against A$27.67). The United Kingdom has the lowest marketing share (84.2%) because its service rate is high: £0.0159 against a £0.0458 marketing rate. India has an authentication-international rate (₹2.4971 on the INR card). It applies only to eligible businesses and does not affect this mix, which sends no passcodes.
Where an AI agent’s WhatsApp bill comes from
In the example, one marketing template costs as much as 7.4 charged AI replies. The levers, ranked by how much of the bill they reach:
- How many marketing templates you send. Openers and follow-ups to non-repliers are 93.2% of the example. Dropping the follow-up to the 700 non-repliers saves A$76.65, which is more than six times the whole AI-reply line. This is where follow-up pacing pays. Zian’s published results include a 2,736% increase in lead contact rates. The more often an agent reaches out, the more the WhatsApp bill depends on which touches are marketing templates, because every attempt outside a window is one. That is why channel choice matters: the SMS economics are different and are set out in our breakdown of A2P 10DLC costs for two-way AI SMS agents.
- Whether leads arrive through Click to WhatsApp ads. If the agent answers within 24 hours, the whole conversation can be free for up to 7 days.
- Whether a template really is utility. Meta’s template categorisation rules say a utility template must be non-promotional and either specific to or requested by the user, or essential to them. Sales follow-ups rarely qualify. Meta lists retargeting messages as marketing “even if requested by users”, and treats mixed content as marketing. Meta re-checks approved templates, and a business that keeps misclassifying marketing templates as utility faces escalating restrictions, up to having every approved utility template recategorised as marketing for 7 days (30 for repeat violations).
- Service volume per number. The first 1,000 service messages per business number each month are free. After that, each one costs the utility-equivalent rate.
If you are comparing vendors’ quotes, note that a per-message price from an AI SDR vendor may or may not include Meta’s fee. Our guide to AI SDR pricing by seats, contacts, messages and meetings explains why those units do not convert. If your agent also calls leads on WhatsApp, the per-minute charges and the cost of the message after the call are covered in our WhatsApp Calling API setup guide for AI voice agents.
What sits on top of Meta’s per-message fee
Platform access. Meta’s WhatsApp Business FAQ says: “Meta charges businesses for the messages they send to users. There is no additional fee to access our platform directly. Partners may charge additional fees based on value-added services or technologies they provide.”
Partner (BSP) fees. Twilio’s pricing page, marked “Pricing current as of September 2026”, says WhatsApp pricing is “Twilio’s per-message fee, plus Meta’s per-template message fee, which Twilio passes through to customers.” The Twilio fee is US$0.005 per message, inbound or outbound. Twilio adds a failed-message processing fee of US$0.001, “applied only to messages that terminate in a ‘Failed’ status”, and says that “prices may change from time to time without notice.” Other partners set their own fees. When you use a Solution Provider, Meta bills the provider for your usage. Meta Business Agent is the exception: Meta bills the business for it directly.
Your AI model. If your agent runs on a third-party model, Meta’s service rate pays for delivery only. Model inference is a separate bill from your AI vendor. Meta’s own comparison, which Meta labels an estimate, puts a high-complexity third-party AI reply in Brazil at “~9-10 ¢ per message” including delivery, against “~4-5 ¢” for Meta Business Agent. That is Meta’s estimate for its own product, not a measurement we have repeated, but it is a reason to check your AI cost per reply before Meta’s.
Tax. Meta’s FAQ says: “The applicable VAT, GST, sales tax or any other applicable tax will be included in your invoice.” Budget for GST on top of the card rates.
The AI Provider rate: a separate price for general-purpose assistants
Meta’s separate “AI Provider” pricing covers providers and developers of AI technologies “such as large language models, generative artificial intelligence platforms, general-purpose artificial intelligence assistants, or similar technologies”. Since WhatsApp’s terms update of 15 January 2026, they may offer general-purpose assistants only where Meta is legally required to allow it, and there Meta charges them for non-template messages: as at 2 October 2026, Brazil (+55) from 11 March 2026 (a European list and Italy were covered until 12 May 2026). Webhooks mark these general_purpose_ai. Meta says this policy “does NOT change how or what Meta charges all other businesses”. A business that is not an AI Provider under those terms pays the standard rate card.
When Meta can change these prices, and where Meta’s own pages disagree
Meta’s pricing calendar says it “may update pricing only on the 1st day of each quarter”: 1 January, 1 April, 1 July or 1 October. Notice is at least one month for a rate-card change, three months for a pricing-model add-on (such as volume tiers) and six months for a pricing-model change. The earliest the rates on this page can change is 1 January 2027. Meta also says volume tiers “will be determined solely by Meta” and that “all insights data is approximate”. Reconcile against your invoice, not your dashboard.
Meta’s pages do not all agree. As at 2 October 2026, the pricing page on Meta’s WhatsApp Business website still says “we do not charge for service messages, or for utility messages businesses send in response to users”, and describes free entry points as lasting “3 days (72 hours)”. Meta’s developer pricing documentation, updated 30 September 2026, and the October rate-card files say the opposite: they price service messages and describe a free entry point window of up to 7 days. The AI Provider page still contains a sentence about other businesses “not being charged for non-template messages sent in an open customer service window”. We used the developer documentation and the rate-card files, because the cards themselves include a priced Service column. Partner pricing pages can also mix old and new wording during a change, so check the date on whatever page you read.
Frequently asked questions
How much does the WhatsApp Business API cost per message?
It depends on the message category and the recipient’s country. On Meta’s cards effective 1 October 2026, a marketing template to an Australian number costs A$0.1095 and a utility, authentication or service message A$0.0148. In the US the cards list US$0.025 and US$0.0034, but as at 12 October 2026 Meta says WhatsApp “does not currently deliver marketing template messages” to US phone numbers. In the UK it is £0.0458 and £0.0159, and in India ₹0.8631 and ₹0.115. Partner fees and tax are extra.
Is the WhatsApp Business API free?
No, but access is. Meta says there is no additional fee to access the platform directly, and messages users send you are never charged. The free cases for messages you send are a free entry point window after a Click to WhatsApp ad, and the first 1,000 service messages per business number each month (eligible government and non-profit organisations also get service messages free beyond that tier until 31 December 2027). Every other template is charged.
Are AI chatbot replies on WhatsApp charged?
Since 1 October 2026, yes, after an allowance. A free-form reply from your own AI agent is a service message. Each business phone number gets 1,000 free service messages a month, with no roll-over, and Meta charges from the 1,001st at the service rate, A$0.0148 to Australian numbers. Replies from Meta Business Agent are priced separately, at US$2.00 per million tokens.
Are utility templates still free inside the 24-hour window?
Not since 1 October 2026. Utility templates sent inside an open customer service window were free from 1 July 2025 to 30 September 2026. From 1 October 2026 Meta charges them at the utility rate. They are still free inside a free entry point window.
How much does the WhatsApp Business API cost per month?
Meta charges no monthly fee for direct access, so the monthly cost is your message mix. In our example, 1,000 Australian leads with 1,700 marketing templates, 1,800 AI replies and 120 utility messages came to A$199.77 in Meta fees, and 93.2% of that was marketing templates. A partner fee such as Twilio’s US$0.005 per message, inbound or outbound, is added on top.
What does Twilio charge on top of Meta for WhatsApp?
Twilio’s pricing page says its fee is US$0.005 per WhatsApp message, inbound or outbound, plus Meta’s fee, which Twilio passes through. It also lists a US$0.001 processing fee for messages that end in a failed status, and says prices may change without notice.
Can I send WhatsApp marketing templates to US numbers?
Not as at 12 October 2026. Meta’s per-user marketing template limits page says WhatsApp “does not currently deliver marketing template messages to WhatsApp users with United States phone numbers (numbers composed of a +1 dialing code and a US area code)”, and that attempting to send one results in an error. The rate cards still list US$0.025 for North America, which also covers Canada. Meta charges only for delivered messages.
Can Meta change WhatsApp prices at any time?
No. Meta’s pricing documentation for the WhatsApp Business Platform says it may update pricing only on 1 January, 1 April, 1 July or 1 October, with at least one month’s notice for a rate-card change, three months for a pricing-model add-on and six months for a change to the pricing model.
