WhatsApp Business Broadcast Limits: App vs API - Zian AI

WhatsApp Business Broadcast Limits: App vs API

Quick answer: In the free WhatsApp Business app, a broadcast list holds up to 256 contacts, and only contacts who saved your number receive it. Paid business broadcasts drop that rule, in 8 countries (20 for the older marketing messages). On the Cloud API, a new business portfolio can message 250 unique users per moving 24 hours outside a customer service window, rising to 2,000, 10,000, 100,000, then unlimited.

If you are asking “what is my WhatsApp Business broadcast limit”, Meta runs three separate systems, each with its own number. The WhatsApp Business app has free broadcast lists and paid business broadcasts (called marketing messages in some countries). The WhatsApp Business Platform, meaning the Cloud API and the newer Marketing Messages API for WhatsApp, has messaging limits set on your business portfolio in Meta Business Suite and checked in WhatsApp Manager. Meta’s own summary of the gap: the app “enables businesses to reach hundreds of customers”, the Platform “millions of customers at a time” (WhatsApp for Business FAQ). Every figure below was read on 26 October 2026 from Meta’s own pages.

Where Zian fits once broadcasts become conversations

A broadcast only starts the job: the replies have to be answered within the 24-hour window and followed up until something is booked, and that is the part Zian runs. Zian is an AI sales and reception agents platform whose agents answer inbound messages and calls and follow up across WhatsApp, SMS, email and voice calls, with SmartReach AI™ choosing the message, channel and timing of each follow-up.

Zian works in 30+ languages, connects to HubSpot, Salesforce, HighLevel and Zapier, and has set 50,769+ qualified sales appointments. Each of its three listed plans, including Intel + Widgets (Free Forever), starts with a partnership application, and there are no published prices. If you would rather hand the whole thing over, LeadsNow.ai is the done-for-you option: a pay-per-result appointment-setting service that runs on Zian and answers leads in under 60 seconds, 24/7. Whichever tool sends, Meta’s limits on this page apply to it.

WhatsApp Business broadcast limits: the limits ladder

This is the broadcast limits ladder: every route Meta offers for sending one message to many people, from the free app to an unlimited API portfolio.

Route Recipient limit Who can receive it Per-period cap How to raise it Meta source
WhatsApp Business app: broadcast list (free) Up to 256 contacts per list; as many lists as you like (WhatsApp’s general broadcast list article; the Business app article gives no number) Only contacts who have saved your number in their address book None found on the Business app pages we read, as at 26 October 2026. WhatsApp’s general broadcast articles (the source of the 256 figure) say people in some countries might see a limit of 35 free broadcast messages a month No way to raise it; switch to business broadcasts to reach people who have not saved you How to use broadcast lists; broadcast lists on the WhatsApp Business app; About broadcast limits
WhatsApp Business app: business broadcasts / marketing messages (paid) No recipient cap published as at 26 October 2026; Meta reserves funds for every contact you select Contacts in your address book or imported list, including people who have not saved your number; opt-in required Paid per delivered message; optional account spending limit; three-day suspension if users keep reporting or blocking you Not a limit you raise: availability is by country (8 for business broadcasts, 20 for marketing messages) Create and send a business broadcast; Turn broadcast lists into marketing messages; Territorial limitations
Cloud API or Marketing Messages API: template messages outside a customer service window 250 unique users per moving 24 hours for a new business portfolio, then 2,000, 10,000, 100,000, Unlimited WhatsApp users who opted in; only approved templates outside the window The tier, shared by every phone number in the business portfolio Scaling path to 2,000 (business verification, partner verification, or 2,000 delivered to unique users in 30 days); then automatic scaling within 6 hours Messaging Limits
Cloud API: messages inside a 24-hour customer service window Not counted towards the messaging limit Users who messaged or called you in the last 24 hours Throughput only: 80 messages per second per number by default, 1,000 by automatic upgrade Unlimited tier plus 100,000 unique users in 24 hours and a Medium quality rating or better for 1,000 per second Service messages; Throughput
Any API route: marketing templates to one person Adaptive per-user cap; Meta publishes no number Not delivered to United States numbers; cap not active in the EEA, UK, Japan, South Korea, Nigeria, South Africa and Thailand Error 131049 when a user’s cap is reached; wait at least 24 hours before retrying Cannot be raised; messages inside a customer service window do not count Per-user marketing template limits; MM API geographic availability
Business portfolio pacing (portfolios under 500,000 templates in 365 days, or monitored for suspicious activity) An initial set sends normally; the rest is held Same as the tier Held messages released in batches; dropped (code 135000) if feedback suggests suspicious activity Send more than 500,000 templates in a 365-day lookback, with clean feedback Business portfolio pacing
One number on both the app and the Cloud API (coexistence) Broadcast lists disabled; existing lists read-only API rules apply to API sends Fixed throughput of 20 messages per second Move fully to the Cloud API Onboard WhatsApp Business app users

The pattern: the app limits who can receive a broadcast, and the API limits how many people you can reach in 24 hours. The app’s free route stops at people who saved your number; the API’s route stops at your tier, and that tier is a ladder you can climb in days, not a fixed ceiling.

How many contacts can a WhatsApp Business broadcast list have?

256 per list. WhatsApp’s article How to use broadcast lists lists three requirements: every contact must have saved your number in their address book, “You can create as many broadcast lists as you like”, and “You can include up to 256 contacts in each broadcast list.” The WhatsApp Business app’s own version of the article, How to use broadcast lists on the WhatsApp Business app, repeats the saved-number rule but, as at 26 October 2026, states no maximum, so the 256 figure comes from the general article.

The saved-number rule is the one that bites. Meta’s Business app article says: “Only contacts who’ve added your number to their phone’s address book will receive your broadcast message.” A customer who messaged you once from a website button, but never saved you, silently gets nothing.

What about a monthly cap? WhatsApp’s About broadcast limits article says “People in some countries might see a monthly broadcast limit”, that the feature is “rolling out gradually”, and that “You can send up to 35 free broadcast messages per month.” The same article then says “Businesses can get more advanced messaging tools on the WhatsApp Business app”, so it reads as a limit on the standard WhatsApp app. We could not find a monthly broadcast cap on any WhatsApp Business app article we read, as at 26 October 2026 (seven Business app articles and Meta’s Business Broadcasts terms, searched for “month”, “limit”, “cap”, “maximum” and “up to”). If your app shows a limit under Settings › Broadcasts, that screen is the authority for your account.

The arithmetic of the free route is blunt. To reach 250,000 customers through 256-contact lists you would need 977 lists (250,000 ÷ 256 = 976.6, rounded up), every recipient would need your number saved, and the same article says broadcast lists are not supported on Windows, Mac or Web.

Are WhatsApp Business broadcasts free or paid?

Broadcast lists are free; business broadcasts are paid. Business broadcasts are Meta’s paid one-to-many feature inside the WhatsApp Business app, and they exist mainly to reach the people a broadcast list cannot. Meta’s broadcast-to-marketing-message article says that “To reach customers who don’t have your business’s number in their contact list, you can turn your broadcast message into a marketing message”, and Meta notes that “Marketing messages is now business broadcasts in some countries.”

How the paid route works, from How to create and send a business broadcast:

  • Payment: “You’ll only pay for successfully delivered business broadcasts”, Meta reserves an amount equal to the contacts you select, and “You’ll be refunded for any business broadcasts that aren’t delivered in 5 days.”
  • Review: broadcasts “are subject to review by Meta before you send them”, and processing “could be as long as 3 hours”.
  • Scheduling: your phone must be online at the scheduled time; otherwise the app retries “up to 10 times”.
  • Free messages and packs: Meta Verified or Meta One subscribers get free messages, and message packs, prepaid credits that “don’t expire”, are “currently only available on iOS devices”.

Availability is the real limit. Meta’s territorial limitations page (last updated 30 April 2026) lists the Permitted Territories for business broadcasts as Brazil, Colombia, India, Indonesia, Mexico, Pakistan, Peru and the United Arab Emirates. For the app’s paid marketing messages feature it lists 20, including Australia, New Zealand, Singapore, Hong Kong and India. The United States is on neither list. So, as at 26 October 2026, an Australian business may see marketing messages rather than business broadcasts. Meta’s business broadcast pricing article says rates are based on each recipient’s country code, with the total shown in the app before checkout; our WhatsApp Business API cost per message guide covers the Platform’s rate cards.

Paid does not mean unlimited licence to send. Meta’s Can’t send business broadcasts article says that if you keep sending spam after a warning, “business broadcasts will be suspended on the business account for three days”, the suspension cannot be appealed, and “Repeated restrictions may result in longer suspensions.” The same article adds: “The WhatsApp Business Platform doesn’t currently support business broadcasts.” The app tools themselves (greeting, away and quick replies) are covered in our guide to automating WhatsApp Business messages in the app.

Broadcasting is the easy part; the conversations after it are where leads go cold. Zian’s AI agents answer the replies on WhatsApp and follow up by SMS, email and voice calls until an appointment is booked. Zian is in a partnership-application beta. Apply For Partnership

WhatsApp API messaging limits: 250 to unlimited per 24 hours

On the WhatsApp Business Platform there is no broadcast list. You send approved template messages, one API call per recipient, and the cap is your messaging limit. Meta’s Messaging Limits page (updated 21 May 2026) defines it as “the maximum number of unique WhatsApp user phone numbers your business can deliver messages to, outside of a customer service window, within a moving 24-hour period.”

Three details in that sentence matter. It counts unique users, so a second template to the same person in the same 24 hours does not use another slot. It counts only sends outside a customer service window. And it is a moving 24 hours, not a calendar day, so a batch sent at 9 am frees its slots at 9 am tomorrow.

The ladder: “Newly created business portfolios have a messaging limit of 250”, which can rise to 2,000 by completing a scaling path, then to 10,000, 100,000 and Unlimited by automatic scaling.

The limit belongs to the business, not the number. Since 7 October 2025, Meta’s notice of the change says, limits are set “on a business portfolio basis, and all business phone numbers within each portfolio will share them.” The Messaging Limits page warns that “it’s possible for one number to consume all of the portfolio’s messaging capability”. The same change raised the first automatic step from 1,000 to 2,000 and cut the upgrade time from 24 hours to 6.

How to increase your WhatsApp messaging limit

Meta lists three scaling paths to 2,000; you need one:

  1. Verify your business in Meta Business Suite.
  2. Have your partner verify your business, if a partner onboarded you.
  3. Send 2,000 delivered messages outside customer service windows to unique users within a 30-day moving period, “using templates with a high quality rating”.

Completing a path is not the same as getting the limit. Meta says: “Once you complete one of these paths, Meta analyzes your message quality”, and eligibility “will either be approved or denied.” On approval Meta “immediately increases” the limit to 2,000; on denial it keeps your current limit and sends an alert naming the other routes, such as verifying your identity. The Messaging Limits page gives no time for that quality review.

Above 2,000, automatic scaling takes over. Meta raises the portfolio by one level “within 6 hours” when both of these are true: you are sending high-quality messages across all your numbers and templates, and “In the last 7 days, your business has utilized at least half of your current messaging limit.” Meta judges quality from how users received your messages over the past seven days, “weighted by recency”, using blocks, reports, mutes and archives. If you have not applied for API access yet, start with our guide to applying for WhatsApp Business API access.

How many days to reach 50,000 customers? The worked calculation

Each step up requires using your current limit, so the climb takes days. We computed how many, by script, from Meta’s stated thresholds only.

Inputs, quoted from Meta’s Messaging Limits page: start at 250; reach 2,000 by verification or by 2,000 delivered unique sends in 30 days; then rise one level within 6 hours after using at least half of the current limit within the last 7 days.

Assumptions, all favourable: every recipient is new and unique, outside any customer service window, opted in and delivered; quality stays high; Meta approves the 2,000 path the same day you finish it (the Messaging Limits page gives no review time); and each upgrade is used from the next 24-hour window, not the sixth hour. You send your full limit each day.

Unique recipients you want to reach (N) Days: unverified portfolio, scaling by sending Days: business already verified
1,000 4 1
5,000 10 2
25,000 11 3
50,000 11 3
100,000 11 3
250,000 12 4

The unverified run for 250,000, day by day: days 1 to 8 send 250 a day (2,000 in total, which completes the scaling path). Day 9 sends 2,000 (4,000 cumulative), which is more than half of 2,000, so the limit becomes 10,000. Day 10 sends 10,000 (14,000), lifting it to 100,000. Day 11 sends 100,000 (114,000), lifting it to Unlimited. Day 12 sends the remaining 136,000 (250,000). Check: 2,000 + 2,000 + 10,000 + 100,000 + 136,000 = 250,000.

The verified run: day 1 at 2,000; day 2 at 10,000 (12,000); day 3 at 100,000 (112,000); day 4 sends 138,000 (250,000). Verification removes the eight days at 250, which is most of the climb, but only once it is done: Meta’s business verification article says a decision may take up to 14 working days, so submit it on day 1 and keep sending at 250 while you wait.

Sending only the minimum half each day changes little. For 250,000 it is still 12 days unverified (day 9: 1,000, day 10: 5,000, day 11: 50,000, day 12: 192,000), but 100,000 slips from 11 days to 12. Quotable version: on Meta’s stated thresholds, an unverified WhatsApp Business Platform portfolio needs at least 8 days at 250 before it can reach more than 2,000 people a day, and about 12 days to reach 250,000; a verified one can do it in 4. Real campaigns take longer, because the per-user caps and pacing below thin out deliveries.

The caps that still apply below your messaging limit

Five Meta mechanisms cap sends even below your tier:

  • Per-user marketing limits. Meta’s per-user limits page says WhatsApp “may limit the number of marketing template messages a WhatsApp user receives from any business”, based on that person’s recent read rate and inbox activity. Meta publishes no number. A capped send fails with error 131049; “wait at least 24 hours” before retrying. The cap is not active for messages to or from the EEA, UK, Japan, South Korea, Nigeria, South Africa and Thailand.
  • United States numbers. “Starting April 1, 2025, Meta does not deliver marketing messages sent to WhatsApp users in the United States”, a restriction “in place across all Business Messaging APIs (including Cloud API)” (Marketing Messages API, geographic availability). Utility and authentication templates are separate categories.
  • Template categories and the 24-hour window. “Template messages are the only type of message that can be sent to WhatsApp users outside of a customer service window”, and each template is authentication, marketing or utility (Template fundamentals). When a user messages or calls you, “a 24-hour timer called a customer service window starts”, and it resets each time they do (Service messages).
  • Pacing. Newly created, unpaused, or not-yet-high-quality marketing and utility templates can be held after “an unspecified threshold” until early feedback comes in (template pacing). Portfolios that have sent under 500,000 templates in 365 days, or that Meta is monitoring for suspicious activity, can have a large send held as held_for_quality_assessment and released in batches (portfolio pacing).
  • Throughput. 80 messages per second per number by default; 1,000 per second once the portfolio is Unlimited and the number messages 100,000 or more unique users in 24 hours at Medium quality or better. A number shared with the WhatsApp Business app is fixed at 20 (Throughput).

One date for anyone building on the Cloud API: Meta’s Marketing Messages API page (updated 13 October 2026) says Cloud API “will stop supporting marketing messages on October 13, 2027”, and Messaging accounts created on or after 13 April 2027 cannot send marketing messages through the Cloud API at all. Service, utility and authentication messages stay on the Cloud API. If a send is blocked rather than capped, our WhatsApp Business account restricted guide maps each error code to the enforcement behind it.

WhatsApp Business broadcast limits: questions people ask

What is the WhatsApp Business broadcast limit?

It depends on the route. In the free WhatsApp Business app, WhatsApp’s broadcast list article says each list can hold up to 256 contacts, and only contacts who saved your number receive the message. On the WhatsApp Business Platform, a new business portfolio can deliver to 250 unique users in a moving 24 hours outside a customer service window, rising to 2,000, 10,000, 100,000 and unlimited (Meta, Messaging Limits).

Is WhatsApp Business broadcast free or paid?

Both exist. Broadcast lists in the WhatsApp Business app cost nothing to send. Business broadcasts are paid: you pay for each successfully delivered message, Meta refunds any not delivered in 5 days, and Meta Verified or Meta One subscribers get some free messages (How to create and send a business broadcast; About business broadcasts). On the Cloud API, Meta charges per delivered template by category and country.

Is there a WhatsApp Business broadcast message limit per month?

Not one we could find for the WhatsApp Business app, as at 26 October 2026. WhatsApp’s broadcast limits article says people in some countries can send up to 35 free broadcast messages per month, but that article points businesses to the WhatsApp Business app for more tools. The Cloud API’s limit is per moving 24 hours, not per month (About broadcast limits).

Why aren’t my WhatsApp Business broadcast messages being delivered?

On a broadcast list, the usual cause is that the customer has not saved your number: Meta says only contacts who have added your number to their address book receive it. Business broadcasts reach other contacts, but Meta warns you if many recipients report or block you, and suspends them for three days if you keep sending spam after that warning (Can’t send business broadcasts).

How do I increase my WhatsApp API messaging limit?

Complete one scaling path to reach 2,000: verify your business, have your partner verify it, or deliver 2,000 template messages to unique users within 30 days with high-quality templates. Meta then reviews message quality. After that, Meta raises the limit one level within 6 hours when quality is high and you used at least half of your limit in the last 7 days (Meta, Messaging Limits).

Do replies inside the 24-hour window count towards the messaging limit?

No. Meta defines the messaging limit as the number of unique users your business can deliver messages to outside of a customer service window. A window opens for 24 hours each time a customer messages or calls you, and per-user marketing limits also ignore marketing messages sent inside it (Meta, Service messages).

Can I send WhatsApp marketing broadcasts to US numbers?

Not through Meta’s business messaging APIs, as at 26 October 2026. Meta says that from 1 April 2025 it does not deliver marketing messages to WhatsApp users in the United States, across all its Business Messaging APIs including the Cloud API. The United States is also missing from both territory lists for the app’s paid broadcast features (Get started with the Marketing Messages API).

Is the messaging limit per phone number or per business?

Per business. Since 7 October 2025 Meta sets messaging limits on the business portfolio, and every business phone number in it shares one limit, so one number can use the whole allowance. Adding phone numbers does not add capacity (Meta, Upcoming changes to messaging limits).
